City of Vienna City Council met Dec. 4.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, December 4, 2024 at Vienna City Hall with the following members and guests: 

ELECTED/APPOINTED OFFICIALS PRESENT: 

Steve Penrod, Mayor Melissa Hill, Alderman Angela Moore, Alderman Tim Elliott, Alderman Ron Pitts, Alderman Alan Racey, Alderman Austin Tuey, Alderman Aleatha Wright, Clerk Jim Miller, Police Chief Justin Hartline, City Supt

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m. 

NEW BUSINESS 

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the November 20, 2024 Meeting Minutes and the Warrant ($75,442.61). Alderman Tuey seconded the motion. Motion carried. 

Mayor Penrod opened sealed bids for the following items: 

1999 Fleetwood Mobile RV pop-up camper- $500.00, Melissa McKenzie 

1993 International Harvester Corp, IHC 4000, 4x2 diesel utility truck-$750.00, Chuck Bonifield Council was in consent to accept both bids. 

Police Chief Miller introduced Kyle Shubert concerning a part-time officer position. Shubert is currently employed as a full-time officer for the Goreville Police Department. Shubert would fill evening shifts/weekends as needed for the department. Alderman Racey made a motion to employ Shubert as a part-time office at part-time wages currently set at $16.00/hr. Alderman Tuey seconded the motion. All in favor, motion carried. 

Alderman Pitts made a motion to Authorize and Approve quote from John Deere for the purchase of a John Deere Z997R Deisel NA in the amount of $21,277.73 from Hutson, John Deere. (General/Sewer Funds). Alderman Hill seconded the motion. All in favor, motion carried. 

Alderman Tuey made a motion to Authorize and Approve HVAC unit replacement at the City Carnegie Library. Cains Heating & Cooling $4,615.00 (General Funds) Motion seconded by Alderman Racey. All in favor, motion carried. 

Alderman Moore made a motion to Authorize and Approve HVAC unit replacement at the Old City Hall/Fire Station. Cains Heating & Cooling-$2,750.00 (General Funds). Motion seconded by Alderman Pitts. All in favor, motion carried. 

Chief Miller discussed police department renovations with city officials. Discussion was had to expand by renovating the meeting room or a portion of the meeting room for additional office/evidence space. Further discussion would be had along with project estimates for final approval. Public works would perform all project labor. 

PUBLIC COMMENT 

None 

ELECTED/APPOINTED OFFICIALS 

Chief Miller mentioned the need to purchase an additional body camera. The camera would be added to the body camera grant application for reimbursement. 

Alderman Tuey questioned the status of the soccer field gate placement due to vandalism of the fields. 

Alderman Racey questioned the demo grant status. Penrod said Terra Pro was still waiting for a location to dump concrete to begin. 

Mayor Penrod said the public works department had pressure washed the inside of the new bathroom facility at the city park. Supt Hartline said they would periodically do this depending on the conditions of the restrooms. 

Penrod said he had contacted Clearon Wright with information on his request for water services on Dameron Lane. The city would approve his water service request with an outside city limit tap fee. 

Penrod said the EPA had taken samples of the lakes on Monday but would have to resample due to a mailing issue. Penrod added the city was looking into an algae treatment plan for the lake/reservoir which would begin around March and would cost the city $2,000.00 every forty days. 

Mayor Penrod congratulated the VHS Eagles on winning the Vienna Classic Tournament. 

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Elliot. Mayor Penrod declared the meeting adjourned at 7:23 p.m.
